About the Colton Fire District

The Colton Fire District is a local government entity established under New York State law to provide fire protection and related emergency services to residents of the Colton and South Colton area. Fire protection in Colton has existed in some form since the late 1800s, with the first fire district in Colton formally established by the Town of Colton in 1894. Over time, the district has evolved to meet the needs of a growing and changing community while maintaining its original purpose: protecting life, property, and public safety.

In New York State, a fire district is a special-purpose unit of government that is separate from the town, village, or county. Fire districts exist solely to support fire protection and related services. They have the authority to levy taxes within the district, own and maintain buildings and equipment, and manage the financial and administrative responsibilities required to support emergency services. Fire districts do not provide general municipal services and do not operate like a town or village government.

The Colton Fire District is governed by an elected Board of Fire Commissioners. The commissioners are residents of the district who serve as unpaid public officials on behalf of district taxpayers. The Board is responsible for overseeing the district's finances, adopting the annual budget, purchasing and maintaining equipment and facilities, establishing district policies, and ensuring that fire protection services are properly supported. Commissioners do not respond to emergency calls and do not direct operations at emergency scenes. While some commissioners may also be members of the Colton Volunteer Fire Department, they serve in those roles separately and are not required to be firefighters.

Fire Commissioners are elected by voters who live within the fire district at the annual fire district election, typically held in December. Terms are staggered to ensure continuity and experience on the Board, and this election process gives taxpayers a direct role in how their fire protection services are governed and funded.

It is important to understand that the Colton Fire District and the Colton Volunteer Fire Department are separate organizations, each with distinct roles. The Fire District is the governmental entity responsible for funding, facilities, and oversight. The Volunteer Fire Department is the operational organization made up of trained firefighters who respond to emergencies. While the two work closely together, the Fire District does not manage emergency operations, and the Fire Department operates under its own leadership structure when responding to calls.

The Fire District owns and maintains the fire stations in Colton and South Colton, along with the apparatus and equipment used to provide fire protection services. These facilities are supported through district taxes and are managed by the Board of Fire Commissioners on behalf of taxpayers. While the Fire District may provide funding to support fire protection operations as permitted by law, the Fire District and the Colton Volunteer Fire Department maintain separate budgets and financial accounts, and district tax funds are used only for authorized fire district purposes.

The Colton Volunteer Fire Department separately owns and operates Fireman's Field, which is maintained and managed by the Department as an independent organization. No fire district tax funds are used for Fireman's Field, and neither the Fire District nor district taxpayers have any financial responsibility, oversight authority, or decision-making role regarding that property or its use. This separation is intentional and reflects the independent roles and responsibilities of the Fire District and the Fire Department.

This structure is standard across New York State and is designed to provide both strong governance and effective emergency response. By separating funding and oversight from day-to-day emergency operations, the system promotes accountability, transparency, and public trust.

For residents of Colton and South Colton, the Fire District exists to ensure reliable emergency services, responsible stewardship of public funds, and opportunities for public involvement through elections and open governance. All meetings are open to the public.
